... that we can leave the Imperial City by entering another campaign? This means a free teleport to our bank. I can't imagine that this is working as intended.

Are are you addressing that if you que another campaign deep in the sewers, it's a free port out without the NPC/player death consequences?

Chori✭✭✭✭A few things... aside of a bank being already in sewers base:
Anybody can travel from Imperial City-Sewers to a player for example Deshaan or any other regular PVE city, but you can't port back without going thru cyrodil.
You can Q - up for another campaign.
You can travel to a dungeon
