Adjusted the cost scaling for Block and Sprint. These costs are equal to what they were before the Orsinium DLC for a VR16 character, and slightly cheaper for lower level characters.

Every time I see that character, the name makes me think it's someone's mule alt. Yes it does. I've done it multiple times to group up with one persons from a different faction. Get your group up, then both you and the person from the different faction start the LFG tool at the same time. I've been grouped with the right person every time I tried this.
