I think they have the best, at least in PvP. Soul Harvest is filling up so fast and is normally a death sentence to enemies and Soul Tether is extremely powerful against zergs.
There ARE fantastic solo Templars in PvP (Abraxus for one is awesome, if a bit mean)

So I've been playing Templar for a bit because it was pretty much the only class I haven't really given the old college try. Pretty fun so far. I really like the stam morphs you're given, and there's a nice balance between usable magicka and stamina abilities. I like that.
But is it just me, or do the Templar ultimates just plain suck? I mean, sweep has potential. It's low cost, and in theory it's good, but it just does jack. It feels like a flawless dawnbreaker abomination.
I think it'd be really sexy if there was a physical damage morph that gave you minor brutality (4% weapon damage) just for having it slotted, and the magical one minor sorcery (4% spell damage), or just buff it a bit at the very least. At the moment it's like slapping someone across the face with a wet sock.
The only good thing about Nova is its synergy, and Rite of Passage, well.. I just can't see myself ever using that one.
If you feel otherwise, please let me know why and how you make the most of Templar ultimates, or what changes you'd like to see if you agree they suck.
