✭both currently can't.
Caltrops are supposed to not procc it.
The sorcerer skill is supposed to procc it but because it was also proccing ravager while not hitting any enemies with it the devs chose to fix that by making it not procc it at all ...

Spearshard✭✭✭Personally I'm not a fan of ravager, I used it for a while, but always seemed to proc only the last hit or two on enemies, just seemed pointless. Never proc'ed when it could actually do some good.
