Patcher issues. error 210.

Well, I don't know if this is an ongoing issue or what is up with it, but I can't patch my game. I thought it was a simple manifest download issue but apparently it's worse than that. I reinstalled my game, and it won't even get to the download screen to download the files. I can't do anything, nor can I play until this is resolved.
