Do you know if weapon enchants can proc without you hitting with the weapon? It sounds like stupid question, and probably is, but if you run a magicka ranged build with dw swords (as per fotm) will the enchants ever proc?

It's possible to proc enchantments when using abilities of the weapon line that your equipped weapon belongs to.
Force shock, destructive touch, weakness of elements and impulse for example will proc the enchantment even without you doing light or heavy attacks. Not sure about wall of elements, but who would use this anyway ?

@Jitterbug was this along the lines you were thinking?
Edit: Crushing Shock weave with Ice staff would make the proc chance of the Ice Crystal relative low. Proc chance for crushing shock weave = 1 - 0,95^(1+1) = 9,75%.
The Winterborn set could be interesting for AOE but its probably not really effective for single target dps.
One of the main limitations for this set is the lack of class abilities that deal Frost dmg.
