Every few minutes someone called the soul of dusk bellows at me and it's driving me nuts.

have you tried relogging? i had a bug once where i heard repeated dialogue from IC when i wasnt even in the right district (the guy who wants you to protect the walls). relogging fixed it

Boss in IC right? Those seem glitchy I have seen them get stuck on their pathing usually in tunnels. Also seen them warp to an early target after ten minutes or so. I don't recall an audio stream being stuck for them but that sounds like what is happening.
