Theoretically it shouldn't be too hard. Keep the disguise as it is, as an inventory item that works as a disguise, and give the costume as a reward for quest completion. The UI icons are already set up for all the disguises to be costumes.Would be cool and they've talked about wanting to do this but apparently there's some issues because of the links they have to quests.

My usual strategy is to hit the bank and squirrel away one or two on other characters before I finish the quest. That way even if I lose the disguise during the quest, I'll have a couple of backups saved for later.I also think they ought to automatically add it to your collections upon finishing the quest, even if you lost the disguise while doing the quest, because as it is I tend to just never use the disguises at all so that I don't risk loosing them... which is a bit annoying because I would like to make use of them for the sake of the story instead of just running in and killing everyone (at least on certain characters).
As I and TheShadowScout said above, that wouldn't be an issue. The "disguise" doesn't need to be affected by the "costume". The "costume" version of the item would be new, it would be the visuals only, and it would be stored in Collections. The "disguise" version would stay exactly as it is now, stored in the inventory while retaining its quest functions of hiding you from enemies and disappearing when in combat.Hmm, yes! But, perhaps to avoid quest-breaking, make it so a character need to complete their associated quest before being able to wear them.
Though I suppose that makes cross-faction ones nearly useless because of Silver/Gold... hmm.

All collectibles, including all trophies, should be in the collections. Either that, or make them take up no inventory space. The fact that neither of these hold true is freaking stupid and is proof of horrid design/planning.
It's true, but we've all stated multiple times that this isn't really a technical issue, it's a development time issue. The technical solution is simple - create a second version of the outfit that functions as a costume rather than a disguise, to be given on quest completion.
