Hmm, maybe I'm getting short lag spikes too, which is causing the combat to feel clunky. Movement and positioning is totally fine, but combat in general just feels really delayedThe skills locking is happening to me a lot, as well as weird, but short, spikes in lag occasionally (no disconnects yet though apart from the first time I tried entering Wrothgar).
I haven't noticed the stam regen thing, but I haven't checked either, I will keep an eye out for it.

Cool thanks for the info. I'll try and replicate this next time I'm on.
One possible cause of stuck skills is pressing and releasing shift/sprint quickly after using some skill, i.e. while animation plays. You then can not use skills etc. until you press/release shift again.
Not that it is the only possible cause, but it is my favourite because it can be easily reproduced.
Thanks for the clarificationIt's not in the patch notes. Although I do recall back in the day - this was normal. The point was so you had to stop moving to regain stamina and couldn't stealth forever. I also recall seeing it reported as a bug (months ago) that you would now regain stamina while sneaking.
Unfortunately, I'm feeling lazy right now, so I'm not going to dig for posts.. but it's what I recall.
As for if it was actually confirmed by ZOS that the sudden stamina rejen while sneaking was actually a bug - I don't think so. Although we tend to assume (haha, yup) that it's a bug as that's not how it worked previous - and wasn't noted in the notes.
Although I guess that's the predicament againSo... good luck. I'm not even sure if it's a bug, or a big fix, anymore.

I've been able to get this to happen fairly reliably a couple of different ways
1) Use caltrops on a mob then Templar gap closer -- skills locked 10-20% of the time
2) From horse back use various single target attacks -- much rarer, 1 time in 20 or less
Both are "cured" if I manage to dodge roll about half the time. Otherwise I have to either die (which happens all too often fighting mobs of VR16 monsters) or if I can get to a door and escape.

Ah right. I've only noticed it since the recent update, so thought it must have been tied in with that.
