Weapon Switch not available?

I'm level 36, and I had a restoration staff in my secondary weapon slot, as well as skills, and I have been using it, but today when I tried to switch to my secondary nothing happened and I didn't think too much of it until I went into my inventory and saw that it doesn't even give me an option to have a secondary. Is this a glitch? And does anyone know how to fix it?

Seravi✭✭✭✭✭I've seen this a couple of times since the Orsinium update. Even if I am in my skills window I try to click from weapon 1 to weapon 2 and it is locked. Only way I have found to fix it is either wayshrine somewhere else or log out. Reload UI didn't fix it. I figured it was due to the heavy load on the new zone but I guess it is a new bug?0
