UNABLE to appeal a ban because of Help site was reworked

i need to appeal my ban, but now i cant do it because for create a ticket now i need to login to this site(before you can create a ticket without loggi-in)
when i try to push a new button "Additional Support Options"

but i cant because looks like i was banned permanently:
