Why does fishing have no Level?

Why does "Fishing" have no rank or level you can build up? Or different rods you can use. Maybe make a skill line to increase the rewards?. Fishing spots are almost dead. I believe this would get more people to fish.
The reason im asking is because little sub jobs like this are fun (At least to me). It's gives us something to do other then PVP or PVE. Is anything in the works?

I personally would like fishing to actually have some element of skill to it the way it is now is boring. I would love to see something like Dark Cloud 2 or Rune Factory TOD (I would also enjoy that games style of crafting but I would see others getting pissed if they make charcoal while crafting psyjic ambrosia

I'm having the opposite experience. While waiting for Orsinium to launch I have been catching up on my fishing and it seems to me that many others are doing the same. It is a real competition to get to the fishing nodes before they are fished out.
I would like to see a better reward for Master Angler other than the title and dye. Perhaps a special motif that allows you to craft in the Sturgeon Scale Armor style?

I did, however, ask in the AUA thread if there is a chance we can get an inventory slot to equip good fishing rods, pickaxes, etc. to boost the probability of getting the goods or more of said goods or something but no response yet...Guildmaster of Power With Numbers in PS4 NA Server's Aldmeri Dominion.

Thats a good idea. Maybe have different pickaxes or axe's (for harvesting). Sadly i assume we will never see anything like this.

Think of all the balancing they would have to do when they can't balance what we have now.
