Help with Concealed Weapon

Sometimes in the imperial city when I try to attack someone with concealed weapon it doesn't seem to work. The animation either starts to occur and then stops for no reason, or I get a message saying the target is out of range even though I am right on top of them. Is this a bug, or am I doing something wrong? I've died several times recently because of this. Thank you for your help.
