Why no duels?

Its one of the most fun things to do in any MMO, friendly fights with your friends.
I know this must have been discused a lot but whats the reason we don't have duels?
Has the development team ever talked about it?

They have just said "No".

There will be like, a "Brawl" option eventually... like those unarmed bar fights you'd get in other ES games... but no. no duels, no small arenas for 1v1, no nothing. if you want pvp, you go to war. simple enough ;3

I brawl option (no abilities, no weapons) would be AWESOME.
