I only see PvP guilds and guilds that solely exist to sell things.
Not once have I seen or heard of anyone recruiting people to do a vet dungeon or trial.

In all MMOs raids are for the tiny minority, as Turbine found in LOTRO they cost vastly more in developer resources than the players able to enjoy them warrant.
WOW is the obvius exception because it has tiered raiding but Blizzard have had years of experience of scaling content and even now it's still not ideal.
No, ESO doesn't need content exclusive to a 5% minority.

5% minority? Maybe after not developing large scale PVE in a timely manner....
Your assumptions about how many people raid in MMOS, is this researched or assumed? SWTOR, FF5000, WoW,Rift, and many many more have or had a very large amount of raiders. Some of us consider the "massive multiplayer" part of MMO a point for larger groups than 4.
The toxic part is the assumptions. Insult to injury is more assumptions....
