If you intentionally go to them areas to gank PvErs, it's a bit shameful, but if you just happen to be in the same area then go nuts. It's really as simple as that.

Personally I think it's legit even though I understand why some people might choose not to do that. But personally I think it's a little bit too much to ask from others in a PvP zone to leave somebody PvEing alone and risk he will jump you next time when he sees you first. And then it's you riding all the way back instead of him.
Thing is I met this guy today who was PvEing in Cropsford and I was doing the exact same thing. I wasn't looking for somebody I could jump, but I jumped him anyway for the reasons I described above. But he didn't fight back, just stood still and I gues that should mean I was doing something wrong? I say what the hell man, you're in PvP zone, so deal with it and at least fight for your life, because if you don't, you still die, but you ruin it for both of us.

My first PVP kill was someone trying to gank me while my NB tank was fighting a couple of mobs at the Redoran Estate. As a tank I don't hit hard at all so I'm really not sure how I killed them, as I never even saw them. I imagine they must have been pretty upset.
I soloed the rest of Cyrodiil, including all delves and the skyshards behind enemy gates. People did try to go after me, but, well. Am NB, have maxed alchemy, will travel. I'm not interested in PVP when I'm doing PVE content, and you can't force me to fight you. Avoiding gankers (and just enemy players in general) in Cyrodiil is trivial if you run counters and are aware of your surroundings.

I love the new dynamic now where you have a chance to fight back. Half the gankers now just turn tail and run like little *****'s when they don't get their 2 second surprise kill......
