I'd personally swap out Veil for Tether, Harvest, or bats (if you're a vamp). Dump soul assault for another more nightbladey ultimate. Also slap some magicka enchants on your armor, your magicka pool is pretty low. What is the '2 piece random' armor you are using? Could ditch 5th piece of Pheonix and go three piece Magnus instead.

Not sure how much gold or Tel Var you have to work with.

There's a lot that can be improved but as for armor, depends on your budget.

The Magnus's Gift set ( I think it is called) is similar in the first 4 stats as the Phoenix set. It is craftable, allowing you to choose your traits that you want. What server are you on? NA PC by chance? I can send you some gold or mats to help you out, I can see what I can spare.

I'd swap Soul assault for Soul Harvest. Quick cheap and hard hitting ultimate. I'm not a fan of Soul Assault in general tbh as it leaves you pretty vulnerable during the cast and you'd never hit other NB's with it as they can just cloak to break it.
As others have suggested I'm also running Magnus with divines and atronach for extra sustain.
I'm also a vampire and I can't promote enough how well clouding swarm works with NB passives. Plus when it's slotted it's even more sustain. Most of the extra fire damage is mitigated with CP's now easily thanks to the 25% down from 50%.
My own end goal be a 5 piece Kagneracs Hope when I get the traits researched for more spell power (8 traits eugh).

Maybe take out veil of blades for soul harvest as well. And try to get Double Take or Mirage in there for the dodge, it's sooo good!

Yep Double Take + Shadow Image are monster skills in 1v1. You get massive defense without any scalings.

As mentioned Tether and Harvest are superior for PVP.

As for your gear there are already good suggestions. I would suggest 3 pieces of willpower, 2x torugs pact, and 5 Magnus, but Kregrenacs hope is really good if you can get it.

Don't worry if the willpower rings are robust. The extra stamina will do you well.

For skills I am running Swallow Soul, Crippling Grasp, Piercing Mark, Degeneration, Merciless Resolve, and Soul Harvest on bar 1.

Keep Resolve up 100% of the time, use cripple to snare, Mark, and weave light attacks with Swallow Soul/degeneration and fire Resolve when it is ready. Soul Harvest is great for Templars.

For Bar 2 I mix things around a lot, but impale, double take, cloak, concealed weapon, and tether are usually on there.

If you're running with 2k spell damage at this level you had better have a lot of sustain. I'd aim for 2.5k SD. I agree with Zavus about Magnus, it's a very well-rounded magicka set, and is what I am using now. Craft it with the traits you need (I recommend Divines or Infused) and that will help push your stats up in to elite territory.

Addendum: I think 3 pieces of Willpower jewelry is the best option until other vr16 purple or better jewelry becomes available so I'd plan my build around that and get them as soon as possible.

Wot I think:

Look for a second set with a magicka regen bonus to go with your Phoenix set. 1269 isn't enough. I like 2000 Magicka regen at least. You can get that from jewelry enchants but I think cost reduction is more efficient. Maybe go two cost-reduction jewelry enchants and one spell damage enchant. I would go with purple drink instead of food because your base magicka won't be bad once you finish your armor enchants.

Alteration Mastery gives two magicka regen bonuses with three pieces, but it's an uncommon set and it's only vr14, which is going to be underpowered nowadays. As has been said before, look at Magnus or Seducer to fill out your set.

Honostly in my opinion, drop the pheonix set completely. I have yet to run into somone using it that did not die immediatly after the proc lol.

Go with magnus and seducer or seducer and torugs.

What if they drop caltrops or other aoe's ?

Tbh you would get more spell damage out of purple v14 martial knowledge than purple v15 pheonix, using food with willpower jewelery and regen enchants you would still have like 2k regen too. Atronach mundus ofc.

True, but I love Phoenix set. It saved me hundreds of times already and it's very good.
