what's the best campaign on Xbox 1 NA server, Ebonheart Pact alliance for more pvp action

Hey guys I've been pretty bored for the past week since dlc came out. Not much pvp action in Cyrodiil in Azura Campaign as my guest, Thornblade more boring since Ebonheart dominates it. I want more balance campaign where there is always PVP activity. do you guys have any idea where?
