Dear ZOS, why am I suddenly unable to use items from my quick wheel?

I'm a Vr8, so obviously I know how to assign and use items from the quick wheel except that, today, I assign a potion to a slot but am unable to use it in battle.
On screen it shows NO potions slotted but in the inventory and on the wheel the items show as assigned.
What's happening?
Anyone else having the same issue?
Is this a conspiracy by the sellers of soul gems?

And yes. I HAVE tried logging out and in again.

I am not having said issue. Don't mean to be disrespectful, as you seem to be a vet ESO gamer. However, were you using an add-on for your quick slot? If so, the add-on might be out of date now that new patch landed making it inop.

I forgot to update mine and things like my quick slots were not working. Update and, bing, everything working properly again.

No mate, thanks for reply and good answer but I'm on PS4 - so no add-ons!
Everything was spiffy yesterday. (After patch). Well, apart from the 'this may be an unusually long load screen' and the crashes!
Surely I'm not the only person having this problem? Therein lies the road to going slightly mental.

Just logged back in and everything is working normally again with the quick slot wheel. How weird is that.
