Reinstall problems

So I did a clean install of windows 10. I have two drives in my comp. One SSD for OS, and a larger traditional HDD for games and personal data. I "reinstalled" ESO, so it would have all the appropriate registry entries, etc, and pointed the installer to the existing install directory. So it really shouldn't have done anything but reinstall the updater/launcher and then verify all the game files which already existed in the appropriate space.
Instead it appears to be re-downloading ALL the game files. It was at it all night, and still going strong at about 70%. This is a monumental waste of time and bandwidth.
Is this the intended functionality? If so, what is the logic for this functionality? Because I'm stumped.
If this is NOT the intended functionality, what am I doing wrong?

    ah, forgot to mentioin... ESO install directory is on my "D" drive, which is seperate from the OS "C" drive, and was not disturbed at all during the installation of Windows 10.

    "Clean" install means you wiped all data from your hard drive. ESO isnt there any more.At a guess, Win10 uses a different install directory.
