no idea what im supposed to do...someone plz explain in detail...am i supposed to do every single quest to beat this?

Allyhoo811✭✭✭What Treasure_Goblin said is correct. However, you will most likely need to do a good portion of the other quests, dolmens, delves, etc. (or grind) to stay on level with the mobs you'll be facing by the end of Cadwell's Silver. Each zone is designed to level you up one Veteran Level*, so by the last zone of Cadwell's Silver you will be fighting VR5 mobs.
*Note: With the changes to XP in the IC patch, you probably don't need to complete just about every single thing in each zone anymore to level one Veteran Rank...But doing just the Cadwell's Silver quests would definitely not be enough to keep you on level.
