It increases your spell power if you use 2 swords so it should increase the damage from your magicka abilities.
An easy way to double check is to look at the tool-tip damage of an bility. Then put on two swords and check the tool-tip damage agian to see if it has increased. You can also test the damage on a mob before and after dual wielding.

No it does not increases spell power that comes from having two weapons not just swords you have two base spell power instead of one the passive only adds damage vs stunned
To op the passive ups damage vs cced enemys for any abilty spell or weapon based not just dw abiltys as long as its casted using two weapons
