RALLY is bugged for me, is it for anyone else?

The Two Handed skill Rally has been bugged for me since the IC patch. The Weapon Power buff is working and the HoT is working. However the secondary heal that you can activate is extremely unreliable. It seems to work if I am OoC after killing mobs and using it for a nice big heal, however most (80% or more) of the time if I use it during a fight in IC Sewers or above ground it does NOT add the additional heal. Basically it will give me the roughly 1200 Health that you get from it when you use it, but without any of the additional health from having the buff up for (as much as) 30 seconds. Since the mobs in IC can light attack for way more then 1200 HP it's utterly worthless as a heal. Unless you have Vigor there's no other decent "burst" heal available to a Stamina build. With the 50% reduction to healing in PvP now even Breath of Life/Honor the Dead are pretty poor for Stamina players.

Has anyone else experienced this issue with Rally? I don't really want to spend hours trying to figure out what exactly is causing it if it's a widespread issue. If it's something solely related to my build or game installation then I'll have to submit a bug report. I'm trying to determine whether anyone else has this problem prior to doing that.

My rally has worked fine as far as I can tell. This could be another player to player based bug, though....like the whole "only certain people are allowed to break free from fear" issue.
