NB leech tanking post-Imp City: Imperial or Argonian?

Looking for some real math or game experience here.

Is the 9% Argonian guaranteed self-heal better for NB leech tanking than the Imperial Red Diamond 10% chance of healing? It would seem so, but I have no experience with the Imperial race. What are some of the parsed numbers looking like? I am on console so I can't parse.

Factors to consider:

Siphoning Attacks changes (switch to Leeching or not?)
Drain Power changes (20% extra damage is nice)
Drain Essence changes (I am a vampire and that won't be changing)
Argonian Racial changes (3% more base health and 3% more self heals)

Currently have a VR1 vampire Argonian NB, wondering if I should PL an Imp instead?

Current preferred rotation:

(Resto Staff) Refreshing Path
(Resto Staff) Degeneration
(Resto Staff) Quick Siphon
(1H/Shield) Swallow Soul
(1H/Shield) Sap Essence
(1H/Shield) Invigorating Drain
(1H/Shield) Killer's Blade

*post-DLC will have Devouring Swarm on Resto bar to keep Supernatural Recovery up
*post-DLC will include Siphoning Attacks on debuff rotation prior to switching weapons
*have Ransack on 1H/Shield bar and Inner Beast on Resto bar for taunting

    As painful as it is for me to say Argonians don't bet out any race at any role Breton or Altmer make far better magic tanks Redguard and Imperial make better stamina tanks.

    *I have only played Argonians since '96 I have 8 Argonians, Argonian Nightblade tank is doable but if you min/max even Nord will far out perform.

    Also Leeching Strikes hits you with a 20% debuff and only gives 300~ with light and heavy attacks and a weak 2% heal 0% crit chance Siphoning Attacks is 850~ on light and heavy with a chance of 1800~ on any damage with no debuff use that pay the magic cost AoE and two light attacks and heal it will always be better then 2%.

    To put it in context with full heavy and Black Rose any class will get the same stamina and magic back minus the heal. Yea just let the sink in.

    So it still boils down to the question of 9% self heal bonus or 10% heal chance on attack. Thanks for the input.

    I do also like the potion increase as a part of resource management.
