I'm trying to craft v16 bow and thought I had all the requirements even went to imperial city armory and still nothing. How does one get 10 rank to make anything? Do I need to research something? have both glass and xinkyl in bow, malachite the ruby ash.

Check if you have 10/10 woodworking skills, check if you have all 150 ruby ash for one item, if you want some of the Imperial City caftable sets, you need to have all traits unlocked for that specific item (in your case bow) check that too
