Magicka dk post ic

I transferred to ps4 so i haven't gotten a chance to play ic yet but I'm wondering if the 1hand and shied magicka dk is still viable in pvp. It was beastly in 1vX so curious if the damage reduction allows you to drop block enough to regen stam. The thing I'm most worried about though is it sounds like dragon blood is garbage now. So how do we break if we don't want to use resto?
