Stuttering every 2sec

I have just returned to ESO from about 10 months ago and am having a stuttering problem. After a while, like an hour or two, my game will begin to stutter about every two seconds at the exact same interval. Even if I'm not moving, every two seconds there is a small micro stutter. It is driving me insane. I have a pretty good PC and tried lowering the graphics all the way down once it has started happening, and it persists. Relogging fixes it, until it happens again.

Also, I seem to have much lower FPS than before. I'm pretty sure I was getting at least 60+ fps with everything maxed before. For example, I'm out in Glenumbra questing atm, and I'm getting dips down to almost 40fps while running around. There aren't any big particle effects going off or anything. Has there been graphical improvements since around November last year?
