Imperial City Quest - City on the Brink

Sorry for posting this here but have submitted two tickets and no reply and wonder if anyone can help. After starting the quest CITY ON THE BRINK from General Aklosh (whateverhisname) it then says talk to the Drake of Blades in DC base but he will not show up and stays by the General. Quest abandoned numerous times with no possibility of advancement and therefore cannot do any further quests. Any help/advice would be greatly appreciated.

She should be just past the crafting stations, propping up the wall, and shouldn't be standing next to the General until later on in the storyline. If she's not there by the crafting stations, your best bet would be to abandon the quest and leave Cyrodiil for fifteen minutes or more before trying again.

Thanks for that but I have tried that and all the usual fixes. I have just received a response from support and it has been moved to their advanced team. Awaiting further information.

Did you do any of the IC mainquest before? Because the same happened to me, I grouped, got a quest of the main quest line shared and finished this before finishing the initial quest "City of the Brink"... Now I cant finish this quest because Drake the Blade is standing at the table and not at the indicated position in the back. I cant take any of the other main quests from the board nor is sharing working anymore.
I already submitted multiple tickets and responses, but also got only the answer that "abandoning and retaking or relogging should fix issues with NPCs"... but this is not working. I am sure that doing one main quests before the starting quest bugged the whole thing totally out as i can do it with my Alts properly.
Actually I am most dissapointed about support only getting copy/paste answers about abandoning/retaking quests after writing a detailed report what I already tried to fix this issue and what might be the problem...

You are very right Dear, I believe it is bugged as I did one or two quests with our group before this one. It has been moved to the advance team and will let you know what they come back with

Ah, I think that is actually quite likely. Unfortunately something like that would be unlikely to be picked up on PTS due to the reduced number of players. I would imagine that it shouldn't actually be possible to share the quests if the person you are trying to share with has not done the starter quest.

Well... it was possible... we grouped for IC as soon as Update was out, group leader was already in and doing the initial quest. He picked up he first main quest and shard it with the group. I entered IC and also picked up the initial quest at the General, but didnt follow this quest, instead we went directly for the first district. After finishing this quest, I tried to finish "City on the Brink", but Drake wasnt at the indicated place then...

I tried sharing with various people on different stages on any main quest, doesnt work anymore, im not getting the option to accept the shared quest. As I have done the main quest line on an alt, I know that the board just sends one to scout a certain district while the actual quest is then picked up in the zone itself, but I havent the option to pick up quests there. So i guess that the picked up scouting quests initiate the following district main quest?
There are at least two other people in my guild that have the same problem that Drake isnt at the quest marker and without finishing the initial quest its not possible to pick up quests on the board nor is sharing working anymore.

I have had a response from the ADVANCE team at ZOS and it IS a known issue, it has happened before they closed the sharing of the quests in IC. You are absolutely right VolvoXX and they have asked me when I'll be playing for the next couple of days so someone can assist me with it. They are currently working to resolve the issue.

This is now completed with help from a Game master who, in game, forced the Drake of Blades to appear. It has also been fixed so it cannot happen again with the latest patch.

As of yesterday, Sept 15th, I am still having exactly the same problem. I completed City on the Brink, but I cannot get the Scout Quest from the Bulletin Board in the AD base. I just got the Copy/Paste reply from ZOS and since I've already done those steps and done a Repair on my game the usual applies. The ZOS help people obviously don't read these postings about Game Issues and continue to send us (as a first shot) steps to do that don't work.
Please ZOS help persons start being aware of the issues that many of your customers are writing in YOUR FORUMS about so you have real answers for us.

If you re-submit and ask it to be passed on to the advanced team as you are not happy with the response and have tried all the usual fixes and resets

Hello, I've had this same latent issue from 2015 and have just noticed I have it now that I've started to do IC content on my main. Is there a way I can get a GM to work with me? I've submitted multiple support requests and they do not respond to it and close out any future support issues I log as duplicates without providing help. Thanks
