That was the point of the change... people were just becoming WW for the passive alone, not because they wanted to BE a WW... same thing happened with Vampire- a skill is required to be slotted in order to receive the regen passive.

Why do people always see Vampires or WW as "evil"? Further, a player CHOOSES whether to be evil or not while a WW or Vamp in-game... so drinking the blood of enemies is bad, but hacking them up with a dagger or blowing them to bits with a spell is somehow different?!?
Keep in mind there is a quest in the AD faction where you have to track down evil vampires in a cave... and you come across a vampire who was captured and he tells you that his clan doesn't feed on humans, only animals... sound familiar? Yet, in the game, NPC Vampires are allowed to feed on animals, however, as a character Vampire, we can ONLY feed on humanoids. Go figure.
I try to never seen things in black and white terms... when it comes to humanity, there is always free-will involved where choices are made, not forced.
If Twilight taught us anything, it's that all vampires are evil and should be hunted down at all cost.

As to the good evil thing...lore wise it isn't so much a matter of good or evil per se. The Companions do much good for the people who hire them, and Hircine as a Daedric prince is neither seen as good or evil. And Vampires, while Molag Bal is most definitely evil, is more of an issue of practicality. Mortals are food, it's not a malicious act, no more than us eating steak or chicken is one. And while yes, some may refuse to eat mortals(like we have vegetarians), they're still making that decision on the basis of their superiority(again much like vegetarians do).
