✭✭✭✭You should be able to get it from above. You can also jump back from the boat to the dock if you do it just right. (use the one end to gain a little more height.

You can easily jump to the rocks to the left of the skyshard (as you face the boat). You may be in the water a few seconds, but should be able to get out before being slaughterfished. The rocks are a little tricky to climb, but not impossible. Yeah, the rocks around the side are a lot easier to climb, as I recall. I've actually had a few deaths trying to jump directly from the boat.
I know of one lore book, I'm not sure about the second. Either way, neither are unique to Cyrodiil. One's available in the Tier 5 zones (Reaper's March, The Rift, and Bangkorai). I'm honestly not sure about the second one.0
