Supernatural Recovery Passive is BROKEN after Patch

Ever since the new patch, I no longer have Supernatural recovery. Yes, I have vampire abilities on BOTH BARS, but Supernatural Recovery is not showing up as a buff on my character page.
I noticed this on PTS months ago. It's happening to other players as well.
Is there a fix to this?

Yes on the PTS I have this. I haven't noticed on live because...
You may not see the buff at the below part of the Character page but you will see the mag recovery numbers increase/decrease when you slot/remove a vampire abilitySiblings-in-Prison
