Question on Perfect Strike in CP Constellation

Why if Perfect Strike shows it unlocks at The Ritual Rank 30 and I have that rank on The Ritual and 1 available CP I don't have the - / + option to add my champion point to Perfect Strike?

Am I missing something?

You don't spend points in the unlocks, you just get their benefit once the condition is met.
