Terrible client performance in Imperial City

General performance is simply dreadful inside IC, very jerky with low FPS and load times not seen since ZX Spectrum tapes.
Outside IC the game runs smooth as silk and in many other MMOs I'm getting an extremely high frame rate.
This really needs fixing as it ruins what could be a great experience.
