Can't Create Guild PS4

I tried creating a guild last night but wasn't able to. I'm not in 5 guilds or the leader or any of my current guilds. Anyone else having this problem or know a fix? Keeps telling me I have to leave one of my guilds but I'm only in four at the moment.

Seems to be a bug. I have seen this posted a few times

Likely a longshot, but you have to be level 10 to create a guild.

I'm Vet Rank 4, I wonder if making a new character would allow me to create a guild.. Not sure what else I can do.
