Desktop and other apps become unbearingly slow while ESO is running (2.1.4)

Since this patch, once I start the game, the rest of my PC becomes slow as molasses (but the game itself still runs as smoothly as ever). Steps to reproduce:
1) Start the game in fullscreen mode, log into the account.
2) Once you are on the character list, Alt-tab back to the desktop
3) Try starting Google Chrome, or any other simple application (even opening the Task Manager will be problematic)
4) Watch the computer take forever to open the application. Taskbar icons are unresponsive when clicked on. Trying to use the browser or navigate through the Task Manager tabs is almost impossible - if you manage to load a webpage, you won't be able to scroll through it.
I discovered the problem as I wanted to read the patch notes while waiting in queue for Cyrodiil, which proved to be impossibleThe problem occurs on the character select screen, as well as while in-game. The issue temporarily disappears during load screens, which make me suspect the issue is related to video I/O.
PC is fairly good hardware (16 GB RAM, i7 4770, Win10, AMD R7 265), and had zero issues until today's patch. Task manager only shows around 25% of CPU usage, and I had about 8 GB of free memory at the time.
Anyone else can confirm having the same experience with 2.1.4?

game was running good before update and i was always able to minimize the game and use browser or something else
now, after patch when i minimize the game there are 30second delays when i click at something
btw. i have the same graphic card as yours, and system too0 -
had no issues till pach and i cant even get it to get past 32% the isntant it hits 32% it freezes my entier computer up i cant even ctrl alt delete i get an error when i try to0
