SEEMS to be related to other player characters - happens mostly in cities, etc. in low population areas it isn't happening.

im having the exact same issue, submitted over 50 reports, like if thats helps or anything

I have had this issue for months and it has not gone away- I would really like ZOS to tackle this issue. I can't even talk to Glirion in Grahtwood to get my dailies anymore I instantly crash.

We see that you're using Windows XP as well as DirectX 9, both of which are no longer supported. Are you running on a newer Operating system under compatibility mode? Or are you playing from XP?

Compatibility mode. I forgot I had set it. Its a fully patched Windows 7 system. let my try disabling compatibility mode and I'll get back to you

PS: I've already tried repairing and disabling the new character stand-ins.

Update: So far turning off compatbility mode seems to have resolved it
