FPS drop on the PTS

I'm experiencing periodic fps drop when playing on the PTS. From normal values (60 fps) to 10-15 fps for next several secs. In the almost empty location, no other players near, just mobs. In the same time experiencing input lag for this time (char continues making prev moving). No any issues on the Live servers with same game settings. What's problem?
P.S. If I'm staying on the place or small area and doing nothing then no any drop.
