In PTS 2.1.0 and 2.1.1 it did the same thing, then in 2.1.2 It gave 30% of max health in PvP, but now as of 2.1.3 it only gives 15% again and i was wondering if that's intended or not...

Yes, 50% weaker shields in pvp.

Then it was a bug last time.When you're in pvp, it should be half as strong as the pve shield (15%). Because of the Cyrodiil De/buff
