Why are you so concerned with min-maxing at low levels? Low levels are where you're supposed to experiment with everything and get a feel for what you want to do.
You make alot of money from quests etc. Iv never had a issue with money respecing iv leveled most of my skills so that if i choose to run it again its already maxd i recommened that. While questing put points into health and put points into whatever your using the most magika or stamina if your always running out put points into it. Most of the dk builds you will find are for pvp. As the others said find the skills that you like, look at there cost and how much damage they do and if its worth it. The armor etc you pick up is good enough for questing you dont have to get to serious with armor sets etc untill your full pvp

There all good skills for a dk i also recommened petrify its handy when you come up to 3 enemies in pve and you can take one straight out while you kill the other 2 then kill him
I would suggest you put skills from different skill trees in there so you can level the skill tree up.
at the start you wont have a lot skill points but as soon as you get higher you will have plenty to use.
You'll get them from group dungeons after completing the quest, from the public dungeons if you complete the group challange.
Just dont worry about the skill points too much. as you level you will gain a lot of skill points that you can unlock almost all abillities and passives.. or you can choose to put some in to crafting what I actually would suggest. there are over 200+ you can get easily.
Decide if you want to be magicka or stamina based and put your attributes mostly into that at at least a 2/1 ratio to health. For skills, take every class skill and weapon skill as you go and level to morph, having one from each on your bar. Later on you'll respec top take those you use to free up extra points for passives ame extra crafting skills. Just experiment with a style that is fun. Your rotation will make more sense after you've played a lot.
Also are you going to be two staffs (one per bar) or one bar s/shield?
If so try and level your one handed skill line up so by the time you hit 50 it is leveled and you have that flexibility (or any other skill line you want to try).
I am two inferno staffs, I prefer that play style but being able to tank would also be nice so I sorta wish i would of leveled that as well.
