Mages Guild last quest Mad God's Bargain not reinitialising

Hello there.
I am asking for help for a friend who is not on the forums. This person started the last quest normally but had to abandon it after he could not find Shalidor (he was looking in the wrong place). In any case, after the quest was abandoned he realised where he should have gone and went there. The pillars of light were lit up and Valaste was there saying she was ready but no quest was active and no options to start it again were available. He went to all Mages Guild halls in AD (his alliance) but no Shalidor ever popped up again. He even levelled up his rank in the Mages Guild and went to all Guild Halls again but the quest never materialised. So he is cut off from Eyevya for ever. Please advice on what steps we should follow. There was a /bug report sent but it only adviced to go seek help in various websites and the forums. Which he did but he only found people with similar problems but no solutions. Is there a way to reset the quest by the helpdesk?
