A few questions about progression through cadwell's silver and gold

So after finishing the main story, I moved on to daggerfell for cadwell's silver and I had a few questions about progression from this point on.
After finishing the 4 quests for cadwell's silver in glenumbra and just generally exploring and questing I hit vr2. Am I right in thinking that if I move on to the next area, all mobs will be vr2, and then they move up one level for each new area?
So cadwell's gold would begin with vr6 and go through 10? Is this the basic progression flow that they've set up?
Can you make it all the way to 10 like this without a whole lot of grinding?
And I'm assuming 10-14 is supposedly accomplished by hitting up craghorn?
