Cyrodill (noob) campaign alteration question

Ok, back for a shorter essay.
I'm Eu Xbox EP. (Yes i joined pre release Mac but hated the Mac game play during the 4 day pre-trial so sat on my account waiting until it finally came to XBox...in hindsight, thanks to Microsoft's arrangement, & the US server being inaccessible to me in Aus when XBox released, I probably should've gone PS4 & US but that's history now).
I join a campaign, & it's an AD buff with everything yellow except the basic homes of EP & DC.
I join a second as a guest, & it's exactly the same.
I try to alter, and I cannot alter home quest for under 15k AP...I don't have those of course.
I try to alter guest, it says almost 3 days wait...so I wait.
Now at day 4, & it tells me I altered it (etf?) so another (almost) 3 days wait again.
So I email Bethesda & as is often the case, receive nil reply.
So forum clever gamers, & I mean that genuinely, please, as my VR14 NB Imperial gets often hemmed into the EP home keep by groups of AD gankers (perfectly within their gaming rights of course) camped outside both of our only two exit routes, is there a way to alter campaigns to find one that's less AD buffed, or have I screwed up somehow in switching between the two looking for an option?
As I've posted elsewhere I've no interest in Pvp, but I accept it exists. Cool. But I pay the same money and am (supposedly) offered Pve in Cyro so I'm trying to figure what mistakes I've made/what alterations I can make to get some degree of accessibility to the greater Cyro.
Surely not everyone gets into Cyro into an enemy 95% buff campaign everytime?
