ESO PC Horrible connection. Randomly drops me off.. HELP!!

I am getting ping rates that go over 9000. This causes me to die a lot as it happens every time I either warp or walk to areas where there seems to be nobody there..
All other online games work fine.. its eso.
I also notice it highly disconnects when going to banks...
