I´ve tested it recently, and I can only say that it is an absolute game changer. Not so much in PvP, but in PvE. It even works with quick syphon. I think that even non- healers will use it quite often. The bubble mania will not be stopped, but intensified.
However I find it somewhat disturbing that you have to do so much pvp to be a viable pve healer. This set, barrier, vigor... it´s a bit too much.

✭✭✭✭The bubbles wouldn't stack from different healers, would they? Seems like a 1-healer per raid kind of set to keep quick siphon up on the boss for bubbles.Daggerfall Covenant

I have never seen that at a Tel Var Merchant. I believe it must be a Bind On Pickup drop. Whether it drops from bosses in the new PvE dungeons or from mobs in Imperial City itself, I don't know.
