Faction Building in enemy zones

I was wondering if back in the beta days if they toyed w/ the idea to allow ppl to leave their home zones and try to build faction in another?
Save a village from the plague, you can buy/sell in that village. Save some slaves from torture/enslavement, you get faction boost w/ that race in that zone.
The current path of going to other faction zones when ya hit VR lvl seems pointless.
