Why was the 40% status effect chance removed from this ability?

They were standardized.

Standardized the chance an ability has to apply a secondary effect, such as burning, chilled, or concussed. These chances are:
Weapon enchants 20%
Standard ability 10%
Area of effect abilities 5%
Damage over time abilities 3%
Area of effect damage over time abilities 1%

but.. if I understand this right, with the elemental force buff... it leaves it at a 20% chance.

    Probably because they greatly increased the effects of the burning/chilled/concussed and also gave wall of elements some very strong synergies against targets afflicted with them. Plus it could give all three effects regardless of the element of staff used... Likely just determined to be a bit too good since it will likely continue to be a staple skill even with the removal of the extra effect.

    Yeah, I thought the new wall of elements sounded neat. Theoretically, it should still give the chance for all 3, as far as I could tell it was still using the 3 damage types, just 20% instead of 40% now I guess.

    It would be nice if it were higher.

    Agreed. A skill line that should rightly be named Elemental Destruction should have increased chance, or what's the point.

    (We'll completely disregard the fact that Force Pulse and morphs are technically the only elemental damage skills in the line - the rest are magic damage with elemental effects (greatly reduced elemental effects, now))
