Plus it could give all three effects regardless of the element of staff used... Likely just determined to be a bit too good since it will likely continue to be a staple skill even with the removal of the extra effect.

Yeah, I thought the new wall of elements sounded neat. Theoretically, it should still give the chance for all 3, as far as I could tell it was still using the 3 damage types, just 20% instead of 40% now I guess.

What's new about wall of elements ? It is the same as before, just faaar worse.
The elemental effects of Wall of elements only proc. if your target is affected by burning, chill or shock effects. And I already posted screenshots, showing how non existing this chance is. if you haven't seen it, I can do it again. The chance for elemental effects to proc is NOT 20%. If it was, everything would be fine. The chance is not even 1% as it seems,

20% is supposed to be for standard abilities.. which I would think to include force shock, but yeah wall of elements being an AOE DOT, is supposed to be 1%.
It would be nice if it were higher.
