When I purchase Imperial City DLC, will it be account wide or per character?

I think it's a stupid question, but just asking anyway since I have no knowledge of how Crown Store works:

When I purchase the Imperial City DLC pack, is it per character or account wide? In other words, with my three characters, will it cost me 2500 crowns or 7500 crowns?

Sorry if this is stupid, I have no knowledge of how Crown Store works.

    It's Server wide, but not Account wide. So if you buy it on the NA server, you'd have access for every character on that server, but not any characters on the EU server.

    Agreed. I think they may be looking into how they may be able change that though.

    Equally they may decide not to, as being account-wide is one benefit of ESO Plus that currently cannot be replicated in the Crown Store.
