Rewards for the worthy drops sets like morag tong now?

Does rewards for the worthy now have a chance to drop item sets that were previously only found in boxes? I found an item from the sentry set in my rewards for the worthy I'm just wondering if that'll be the way I can get v16 morag tong or other sets or if those are locked at v14.

✭✭✭If i remember right all vr16 versions of all the pvp sets comes from the reward bags as of 2.10 -
