So is that your opinion or a design point expressed by the developers? I watched one of the ESO Live sessions a while back and it was stated that cloak would not be subject to breaking by single target attacks..which implies gap closers if they have just one target. Not being sarcastic mind you, I would really like to know.

By single target, they meant stuff like cyrstal frags which just go through you while cloaked(even with a detect pot...)
Gap-closers are different. They by their nature, physically force you to your target. Therefore, you cannot just mitigate it by popping cloak without actually -dodging- the impact.
