Is this intentional? I remember this happening with 1.6 PTS, and it was frustrating not to be able to test/play the way we would on live.

Even though I had my NA characters when IC first hit PTS I tried out a template so my characters could borrow some gear. You can get vamp/werewolf with books listed under Consumables.
